What's the endgame? The hub works across three areas: education and development, anchored by the Azerbaijan Global MBA (AZEMBA) programme; research into entrepreneurship, digital transformation, and regional competitiveness; and new venture creation linking startups and investors to IE's international network. Its first activities focus on Azerbaijan, with plans to expand across Central Asia later.

What else happened? The Ministry of Economy and IE University signed a Framework Cooperation Agreement to establish an Economic Observatory. The agreement provides for joint research on diversification, productivity, and competitiveness, plus dialogue between government, business, and academia.

The incentives: Deputy Minister of Economy Samad Bashirli said startups, investors, and technology park operators can benefit from tax incentives for up to 20 years, along with support for research and development and the recruitment of international specialists, Trend reported. He said evidence-based research is "crucial for sound economic policy."

Why now? Minister of Economy Mikayil Jabbarov said developing competitive human capital, mastering modern technologies, and building innovative capacity are among the main priorities of Azerbaijan's economic development, according to Trend.

The bigger picture: IE University's reach extends beyond its Spain base. It began operating in New York a few years ago, keeps leadership and innovation centres in Riyadh, and plans an innovation centre at the University of California, Berkeley.

The signal: "We want to witness more entrepreneurs creating new companies in Baku, Central Asia, and other parts of the world over the next 5 to 10 years," IE Executive President Santiago Iñiguez de Onzoño said, per Trend. The hub ties Azerbaijan's push to diversify its economy to an international education network, with tax incentives aimed at seeding a local startup base.
