China Everbright Environment raises $299M in notes to refinance offshore debt

What's the deal? China Everbright Environment has raised US$275M (roughly $299 million) through its 2026 Medium-term Notes (Series 3) in mainland China's inter-bank bond market. The two-year notes were issued at par with a 1.50% annual interest rate, with interest starting on October 16, 2026, and a repayment date of October 16, 2028.

Where's the money going? Net proceeds will fully repay the company's offshore Renminbi loan — a shift from offshore to onshore funding that aims to cut currency and funding-cost risks.

The notes were placed with institutional investors through a centralised book-building process.

Why now? This is the group's third onshore issuance of 2026. Its April Series 2 raised another US$275M via a three-year green note priced at 1.67% to redeem perpetual notes, while subsidiary EEP China issued US$137.5M of three-year green notes at 1.70% for waste-to-energy projects.

About the company: The Hong Kong-incorporated firm operates in environmental services, focusing on infrastructure and green projects in mainland China. It regularly taps both onshore and offshore debt to manage its funding structure. Its current market capitalisation is US$3.58B.

The signal: At a 1.50% coupon, the raise sits among the lower-cost deals in its sector and underscores continued easy access to China's domestic bond market. With proceeds earmarked for refinancing rather than expansion, the move points to liability management over new growth — a pattern echoed across the sector, where China Everbright WaterDealroom has a profile for this one. Try Dealroom →'s US$206.3M five-year issue at 1.80% drew reported subscriptions of 1.8 times.
