What each side brings: Peoples runs community banking, trust and investment services, insurance, and specialty financing. Rockville, Maryland-based Capital adds a commercial banking franchise in the Washington, D.C. and Baltimore markets, plus nationwide businesses in digital consumer credit, government-guaranteed lending, and residential mortgages.
By the numbers: The combined company is expected to hold about $14 billion in total assets, $10 billion in loans, and $11 billion in deposits, with over 150 banking locations across eight states and Washington, D.C. Capital held $3.9 billion in assets as of June 30, 2026, with fee-based revenue at roughly 22% of second-quarter total revenue.
Why now? Peoples had been approaching $10 billion in assets — a threshold that brings heavier regulatory scrutiny — and sought a deal that added more than size. "We were deliberate and patient in pursuing the right strategic opportunity," said Tyler Wilcox, president and chief executive officer of Peoples.
What's the endgame? The merger aims to broaden the combined revenue mix and expand growth avenues. Capital's four segments — Commercial Banking, OpenSky, Windsor AdvantageDealroom has a profile for this one. Try Dealroom →, and Capital Bank Home LoansDealroom has a profile for this one. Try Dealroom → — give Peoples complementary nationwide platforms; Windsor Advantage alone carries a servicing portfolio of about $3.4 billion.
The signal: The deal reflects continued consolidation among mid-sized US banks seeking scale and diversified fee income to compete beyond their regional footprints. For Peoples, the acquisition marks a step past the $10 billion mark while deepening its reach into the Mid-Atlantic.
