Why now? This November, Japan switches to a refund-based tax-free shopping system nationwide. Instead of deducting consumption tax at checkout, retailers will sell at the tax-inclusive price and refund the tax only after a traveller's departure and export of goods are confirmed.
That change forces tax-free retailers across Japan to redesign checkout, refund operations, and multilingual support — the exact problem Ocean is targeting.
What's the endgame? When ZVC first invested, Ocean's product was still at the concept stage. Over 10 months it launched Ocean Tax Refund, adding refund methods including bank transfers, credit cards, overseas QR-code payments, and PayPal, plus a LINE Mini AppDealroom has a profile for this one. Ocean has already drawn applications from merchants across Japan, secured adoption by a major retailer, and is building ties with inbound operators and regional financial institutions. ZVC says its longer-term interest is Ocean using purchase data from the platform to expand into inbound marketing.
The market: Japan welcomed 21.08 million international visitors in the first half of 2026, on pace with 2025, when annual arrivals topped 40 million for the first time. Inbound spending reached US$19.3B in the April–June quarter alone, or roughly US$1.85K per visitor.
The signal: The quick re-raise underscores how investors are treating the November tax reform as an inflection point for digitising inbound spending. ZVC is betting that whoever builds the refund infrastructure first can become the gateway to Japan's inbound tourism economy.
