Estonia's Instarc raises $1.35M seed to bring compliance platform to South Africa

What's the deal? Tallinn-based regtech startup InstarcDealroom has a profile for this one. Try Dealroom → has raised a $1,350,000 seed round to support the commercial rollout of its cloud-native compliance platform. HFO Investments led the round, with Athena CapitalDealroom has a profile for this one. Try Dealroom → and Option 3 CapitalDealroom has a profile for this one. What does it do? Instarc builds compliance infrastructure for regulated financial institutions and other accountable businesses. Its platform handles digital customer onboarding, identity and ownership verification, due diligence, document management, regulatory reporting, and audit records.

Why now? The platform is initially focused on South Africa, where financial and other regulated businesses must meet customer identification, due diligence, and reporting rules under the Financial Intelligence Centre Act (FICA). Instarc offers APIs to integrate these functions with institutions' existing systems.

What's the endgame? The company designed its technology to fold compliance into an organisation's existing operating model rather than run as a standalone system. Institutions can configure customer journeys and workflows to their products and risk requirements, then adjust as rules change.

Where's it headed? The new money will accelerate the platform's rollout among financial institutions and other accountable organisations in South Africa. Instarc says it built the system to adapt to different regulatory frameworks, laying groundwork for expansion into other markets.

In their words: "We founded Instarc on the belief that compliance should not be a bottleneck," said chief executive officer Jonathan Revell. He added that the platform lets regulated organisations "onboard customers faster, reach revenue sooner, reduce operational friction and scale with confidence."

The signal: At $1.35 million, this is a modest seed, sitting in the lower third of comparable rounds by size. But the cross-border play — an Estonian startup targeting South African compliance rules — reflects how regtech firms are betting that adaptable, cloud-native infrastructure can travel across regulatory borders.
