Binance, Azerbaijan central bank hold talks as crypto law takes shape
What's the deal? The Central Bank of Azerbaijan met with a Binance delegation on November 5, 2026, to discuss building a regulatory framework for crypto-assets and the tokenization of real-world assets. Deputy Governor Vusal Khalilov hosted the talks with Kirill Khomyakov, Binance's regional head for Central and Eastern Europe, the CIS, and Africa.
What was covered? The two sides discussed developing crypto-asset rules, testing innovative products under a special regulatory regime, tokenizing real-world assets, and other countries' experience in these areas. They also exchanged views on potential cooperation.
No deal was closed and no pilot, timeline, or specific product was announced. The meeting was exploratory.
Why now? Azerbaijan is moving toward its first comprehensive crypto-asset law. The Central Bank has prepared a draft and submitted it for government review, with licensing and supervision of virtual-asset service providers expected to be central features.
What's the endgame? The regulator is already using a sandbox to test financial innovations, including virtual-asset projects. The Binance talks fit that emerging policy process rather than signalling finalised rules.
The signal: A major exchange is engaging directly with a regulator while the rules are still being written — a pattern mirrored across jurisdictions shaping young crypto markets. For Azerbaijan, the dialogue could help attract one of the world's largest exchanges as it defines who gets to operate and how.
