Portugal's development bank mobilises €13.4B, aims higher in 2027

What's the deal? Banco Português de Fomento (BPF)Dealroom has a profile for this one. Try Dealroom → mobilised €13.4bn for the economy between January 2025 and October 2026 and reached more than 35,000 companies, chief executive officer Gonçalo Regalado said on November 4 at Unicorn Factory Lisboa. The sum equals 4.4% of Portugal's 2025 GDP, which the bank estimates at €308.5bn.

What's in the figure? The total spans guarantees, export finance, grants, capital, and financing for large projects — chiefly credit enabled, not direct public spending. Guarantees made up the largest share at €9.7bn.

Where the capital went: The bank deployed €1.36bn through its FdCR fund and awarded €1.47bn in IFIC innovation grants, tied to €3.07bn in company investment. The grants reached 3,403 firms.

Why now? The results land as the state puts a €1.5bn capital increase into BPF, lifting its capital toward €2bn. Much of the deployed money draws on Portugal's Recovery and Resilience Plan (PRR) funding.

The numbers: BPF reported net profit of €8.1m in the first nine months of 2026, up 54% year on year and already above its full-year 2025 result. "We are fulfilling our mission and delivering results to the economy," Regalado said (translated from Portuguese).

What's the endgame? Regalado framed the bank's role as backing businesses to "invest, grow, and compete." BPF is targeting more than €10bn mobilised in 2027, signalling an expanding role in financing business investment.

The signal: A bigger state development bank reflects a wider push to channel public and PRR-backed capital into private investment. The caveat for readers: these are cumulative, institution-reported output figures — they show scale, but do not alone establish lasting economic impact.
