Emerge buys Labuan reinsurance broker to tap global capacity
What's the deal? Emerge Insurtech Holdings has completed its acquisition of Labuan-licensed Merlion Insurance Brokers, now renamed Emerge Reinsurance Brokers (Labuan) Ltd, following approval from the Labuan Financial Services Authority. The deal value was undisclosed.
What's the endgame? The acquisition gives Emerge Group direct access to international reinsurance markets for Malaysian and Southeast Asian risks. Emerge Re will focus on construction and engineering, data centre projects, renewable energy, transmission infrastructure, surety and bonds, and emerging liabilities linked to artificial intelligence.
Why now? Managing director Kevin Hoong said local insurers were struggling to provide sufficient coverage for large infrastructure projects as investment in data centres, solar farms and factories accelerated. Johor alone approved 42 data centre projects worth US$39.3B by mid-2025.
The expansion play: Emerge is not alone in targeting Labuan. Specialist broker Miller launched a Malaysia operation there in September, as the jurisdiction offers a regulated route to place regional risks with international reinsurers.
What could go wrong? The strategic rationale is credible, but the deal's significance will hinge on whether Emerge can build distribution and secure underwriting capacity. The available report gives no evidence yet of business written.
The signal: Labuan is emerging as a hub for capacity-intensive risks, with its insurance sector recording US$2.5 billion in gross premiums in 2025, up 5.8% year on year. As Southeast Asia's data centre and renewable energy buildout outpaces local coverage, brokers are positioning to channel that demand to global reinsurers.
