Eye-care device maker Seevii lands Luoyang state fund backing ahead of A-share IPO

What's the deal? Seevii Technology, an ophthalmic diagnostic and surgical equipment maker based in Luoyang, has raised a late-stage round from two Luoyang state-linked funds: the Luoyang Zhigao Transformation and Upgrade Fund and the Luoyang Guanglian Industry Investment Fund. Both are managed by Luoyang Venture Investment.

Why now? The investment lands as Seevii prepares to go public. It filed for IPO coaching with the Henan securities regulator in December 2025, with Guotai HaitongDealroom has a profile for this one. Try Dealroom → as its sponsoring broker, ahead of a planned A-share listing.

What does the company do? Founded in 2014 by Xianzhao Peng and Li Bing — originally in Silicon Valley before relocating to Luoyang — Seevii builds optical eye-care devices. Its lineup includes swept-source OCT, second-generation swept-source biometry, ultra-widefield laser scanning ophthalmoscopes, and a femtosecond refractive surgery system.

Its first product became China's first approved swept-source OCT in 2019. Cumulative installations top 500 units, and the company held the top national OCT market share for two consecutive years, exceeding 50% in the first quarter of 2025.

The track record: Seevii, a national-level "little giant" firm, has drawn heavyweight backers before. It closed a ¥25 million Series A in June 2018, followed by Series B and B+ rounds in 2021, each above ¥100 million. Its 2023–2024 Series C and D rounds pulled in eye-care groups Aier Medical InvestmentDealroom has a profile for this one. Try Dealroom → and Huaxia OphthalmologyDealroom has a profile for this one. The signal: Local state funds backing a homegrown medical-device maker on the cusp of an IPO fits China's push to build domestic champions in high-end healthcare hardware — and to seed them close to home.
