SPG buys HCM Unlocked to expand workforce services platform
What's the deal? Specialty Program Group (SPG), a Chicago-based specialty insurance distribution and consulting operator, has acquired HCM UnlockedDealroom has a profile for this one. Try Dealroom →, a technology-enabled managed service provider for human capital management (HCM). Terms were undisclosed. The deal, announced September 24, 2026, adds more than 200 employees to SPG's platform.
What each side does: HCM Unlocked, founded in 2018 and led by chief executive officer John Wallace, provides managed services and consulting to mid-market and enterprise clients across payroll, HR, benefits, tax, leave of absence management, and compliance. SPG operates a portfolio spanning underwriting management, digital solutions, wholesale and retail brokerage, and insurance services.
The technology: At the center of HCM Unlocked's offering is DELTA, its proprietary, AI-enabled data validation platform built to support accuracy across payroll, time and attendance, HR, and benefits systems. DELTA lets the company manage multi-vendor technology stacks rather than tie services to a single software platform.
Why now? "The future of employee benefits and workforce services is increasingly shaped by the intersection of specialized expertise, technology and data," said Chris Treanor, president and chief executive officer of SPG. The acquisition broadens SPG's platform across HR, payroll, benefits administration, and HCM technology.
What's the endgame? The deal fits SPG's pattern of investing in specialized businesses with established teams and room to grow. Wallace said joining SPG gives HCM Unlocked "additional resources to continue developing the business while staying focused on the clients and teams that got us here."
The signal: Insurance distribution platforms are moving beyond broking into adjacent workforce and technology services, betting that employers want a single partner spanning benefits, payroll, and compliance. HCM Unlocked's technology-agnostic model, letting employers mix vendors under one managed service, reflects where that consolidation is headed.
