DOE's biggest-ever loan: $27B to Southern Company

What's the deal? The Department of EnergyDealroom has a profile for this one. Try Dealroom → has closed a $26.5 billion loan to Southern Company, split between its Georgia PowerDealroom has a profile for this one. Try Dealroom → and Alabama PowerDealroom has a profile for this one. Try Dealroom → utilities. It is the largest loan in the agency's history.

The terms: Georgia Power takes roughly $22.4 billion; Alabama Power takes about $4.1 billion. The loans run around 30 years, with a draw window into the early 2030s.

What's the money for? The financing backs more than 16 gigawatts of what officials call "firm" power — gas turbines, nuclear uprates, batteries, and 1,300 miles of transmission. DOE tied the package to rising demand from data centers and manufacturing.

Why now? Electricity prices have been running hotter than general inflation, and the administration wanted a headline about affordability alongside dispatchable power. Southern Company, in turn, secured a multi-year capital plan on terms few borrowers get.

The pitch: DOE projects $7 billion in customer savings and $300 million a year in reduced interest costs for Southern Company. The company's borrowing cost falls first; the promised household savings depend on future rate cases.

What could go wrong? A subsidised rate lowers the cost of assets that still enter the rate base, on which regulated utilities earn a return. Rate freezes in Georgia and Alabama have expiration dates; the construction programs do not. Georgia lawmakers are already drafting bills to keep residential customers from subsidising hyperscale load.

The signal: Cheap federal credit shifts the cost of the buildout onto ratepayers while the return stays with shareholders. If data centers underperform or plants run longer than advertised, households — not investors — carry the forecast. The number that matters is not $26.5 billion; it is whether the next rate case shrinks after the cameras leave.
