What each side brings: Founded in 2023, Agent Success guides new entrants through the entire process of starting a recruitment agency — from business planning and licence applications to job-order development, candidate acquisition, career adviser training, and KPI design. CCH is a holding company that also runs "Nexca," an SNS-based recruitment support service.
What's the endgame? CCH positions Agent Success as the core company of its HR division, targeting annual recurring revenue of ¥1.2 billion (about $8 million) within a year of the deal. It plans to grow existing operations, link Agent Success with Nexca, form partnerships with other HR firms, and pursue further acquisitions.
Why now? New entrants keep flooding the recruitment agency market, but the practical know-how for monetising a licence stays scattered across individual firms. Agent Success has built a niche around that gap, ranking first in Google's organic search for "recruitment agency launch support" in Japanese as of September 11, 2026.
The founder's reach: Agent Success chief executive officer Mao Nomura has more than a decade in the industry and over 3,000 followers on X. Nomura published a book on starting a recruitment business in October 2025 and released an industry whitepaper in September 2026.
What the leaders say: "Agent Success's strength lies in its system for building a recruitment agency business from zero and driving it to profitability," said CCH chief executive officer Jinichi Takakuwa (translated from Japanese). Nomura said the combination "can raise the speed and scale of our support by a notch."
The signal: CCH's serial dealmaking reflects a roll-up playbook aimed at consolidating fragmented HR services under one group. By pairing a business that spawns new recruitment agencies with its own candidate-acquisition tools, CCH is betting it can standardise how such firms launch and scale across Japan's industries and regions.
