Founded in 2017 by Steve Smith, Paramount recruits licensed trades workers — HVAC technicians, electricians, plumbers, welders, mechanics, heavy equipment operators, and CNC machinists. It serves more than 450 customers annually across the lower 48 states, from Fortune 500 firms to startups, and has delivered over 5,000 placements since 2016.

What changes? Smith moves into a senior advisory role. Nicholas Sillaro, previously chief operating officer, becomes president.
What's the endgame? Concord Holdings wants to build a durable growth platform through technology adoption and acquisitions. "We selectively invest in high-integrity leadership teams seeking an aligned, hands-on partner for the next chapter," said managing partner Patrick Conroy.
Why now? Conroy cited "structural shortages of skilled trades labor and expected infrastructure buildouts through 2036" as the backdrop. Paramount has appeared on the Inc. 5000 list of fastest-growing private companies for five consecutive years, from 2022 to 2026.
Sillaro said the deal lets Paramount expand its recruiting platform while "helping top skilled trades talent find a long-term home" and simplifying hiring for employers.
The signal: Investors are chasing consolidation in unglamorous, essential-services niches where labour is scarce and demand is durable. Skilled-trades staffing — long fragmented and slow to modernise — is now a target for the kind of tech-enabled roll-up strategy Concord Holdings is pursuing.
