Tino Cuéllar joins Anthropic as first Chief Global Affairs Officer

Anthropic has appointed Mariano-Florentino (Tino) Cuéllar as its first chief global affairs officer, leading policy, international engagement, and government relationships worldwide. The role is new, created as the AI company deepens its work with governments.

Cuéllar recently stepped down as president of the Carnegie Endowment for International Peace , a policy research institution with scholars in 20 countries. He previously served as a justice of the Supreme Court of California, ruling on technology, privacy, and separation-of-powers cases.

Cuéllar arrives as governments worldwide debate how to regulate and develop AI. He has already been close to Anthropic, serving as a trustee of its Long-Term Benefit Trust since January 2026 before stepping down to join the company.

Cuéllar will steer Anthropic's engagement with heads of state and policy leaders, framing his mission around democratic control of the technology. "Democracies must set the terms on which this technology advances, and there is no more consequential place to be shaping that work right now than Anthropic," he said.

The hire underscores how frontier AI companies are building out senior policy operations as regulatory scrutiny intensifies. Recruiting a former state supreme court justice and think-tank president signals Anthropic's bid to shape global AI governance from the inside.
