Invest Québec Launches $200 Million Fund to Boost Early-Stage Tech Startups

Invest Québec (IQ), the province’s economic development agency, has launched a CAD $200 million venture capital fund, Fonds Impulsion , to support early-stage tech startups across Québec.

Founded in 1998, IQ has spent more than two decades helping companies grow and attracting investment to the province. Over the years, it has built a reputation as a key partner for startups and established businesses alike, offering financing, guidance, and strategic support. Its previous early-stage program, Impulsion PME , invested around CAD $65 million in dozens of startups, laying the groundwork for the new fund.

Fonds Impulsion significantly expands IQ’s reach. It plans to invest in roughly 70 companies over the next decade, with individual investments ranging from CAD $250,000 to CAD $2 million. The fund is sector-agnostic but focuses on high-impact technologies and innovation that can become globally competitive.

By scaling up its early-stage investment capacity, IQ aims to fill financing gaps for startups that are too young for traditional institutional backing but too advanced for small grants. The move reinforces Québec’s position as a growing hub for technological innovation and positions these startups to become long-term engines of economic growth.
