About Tidemark Computer Systems

In 1984, long before the term ‘GovTech’ was common, a former King County employee named Andrew Ruotsala saw an opportunity. Working in the permit section of the Building and Land Development Department, he witnessed firsthand the inefficiencies of paper-based government processes. This experience led him to found Tidemark Computer Systems in Seattle. The company's mission was to help local governments automate their public services, starting with a core focus on creating client-server systems to handle permits more efficiently. For much of its early history, Tidemark built custom solutions for each government client. In 1986, it released its first standardized application, PERMIT*PLAN, offering an off-the-shelf software solution for agencies. The business was niche but essential, steadily growing by providing the digital tools for the foundational, often complex, work of local government. By focusing exclusively on this public sector market, the company carved out a defensible space for itself. A significant evolution for the company, later known as Tidemark Solutions, came with the rise of the internet. The company launched a subsidiary called gov-online.com, which extended its software's capabilities, allowing citizens to do everything from paying traffic fines to applying for pet licenses online. This move represented a key transition, shifting from purely back-end systems to providing the public-facing digital infrastructure that citizens were beginning to expect, laying an early foundation for digital government services.
