Loon LLC, a subsidiary of Alphabet Inc., operated as an ambitious initiative to provide internet access to rural and remote regions. The project commenced in 2011 as a research and development venture within X (formerly Google X), before being established as an independent company within Alphabet in July 2018. Loon's mission centered on deploying a network of high-altitude balloons into the stratosphere, between 18 km and 25 km, to establish an aerial wireless network. This altitude was chosen for its low wind speeds and minimal turbulence. The company's business model was to partner with mobile network operators to extend their coverage to underserved areas, effectively acting as floating cell towers. Revenue would have been generated by providing this extended connectivity to the operators' customers.
The technology involved large, polyethylene, solar-powered balloons. Each balloon was equipped with an LTE base station, antennas, and networking equipment to relay internet signals from ground stations to users' devices and between other balloons in the network. Sophisticated software algorithms and artificial intelligence were used to navigate the balloons by adjusting their altitude to catch favorable wind currents, allowing them to loiter over specific areas. This system was designed to provide 4G LTE-comparable speeds over a coverage area of roughly 40-km in diameter per balloon. The balloons were powered by high-efficiency solar panels, enabling them to operate for extended periods, with one balloon achieving a record flight duration of 312 days.
Throughout its operation, Loon achieved significant milestones. It successfully provided emergency internet service in disaster-stricken areas, such as Puerto Rico after Hurricane Maria in 2017 and Peru following an earthquake in 2019. The first commercial service was launched in Kenya in July 2020 in partnership with Telkom Kenya, covering an area of nearly 50,000 square kilometers. Agreements were also made with Telefónica to bring service to remote parts of the Peruvian Amazon. Despite these technical successes and partnerships, Loon was shut down in January 2021. The decision, as stated by CEO Alastair Westgarth, was due to the inability to lower the high operational costs sufficiently to create a long-term, sustainable, and profitable business model. The legacy of Loon's work continues through Project Taara, which utilizes the free-space optical communication technology developed for linking balloons to provide high-speed internet through light beams.
