Abu Dhabi wants to be the world's first AI-native government, and OpenAI is writing the rulebook
What's the deal? Abu Dhabi's Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan met OpenAI chief executive Sam Altman on 2 November 2026 and witnessed the signing of four agreements between Abu Dhabi-based entities and OpenAI, spanning the emirate's government, energy and investment sectors, as part of its push to become the world's first fully AI-native government.
Energy: ADNOC goes first. ADNOCDealroom has a profile for this one. Try Dealroom →, G42 — through its subsidiary Inception42 — and OpenAI signed a landmark agreement making ADNOC the first company in the energy sector to deploy OpenAI's frontier technology. The partnership runs on OpenAI's GPT models using in-country inference infrastructure in the UAE, connecting ADNOC's operational, investment and commercial decision-making.
Government: rules become machine-readable. Abu Dhabi Government and OpenAI launched the Machine-Readable Government (MRG) initiative, translating government policies and regulations into machine-readable form so AI systems can assist officials with routine compliance assessments — including permits and certificates — while officials keep final oversight. Led by the Department of Government Enablement – Abu Dhabi, the first pilot is already live with the Abu Dhabi Agriculture and Food Safety Authority, covering food imports.
Investment: Mubadala puts AI to work on deals. Mubadala, Inception42 and OpenAI signed an agreement to apply AI to investment analysis, opportunity identification and risk assessment.
Scale-up: a five-year platform deal. Inception42 and OpenAI also signed a separate five-year agreement to drive frontier AI adoption across government, enterprise and education in the UAE, pairing OpenAI's models and engineering expertise with Inception42's applied AI and consultancy-led services for large UAE organisations.
