Azerbaijan to launch AI observatory to drive economic diversification

What's the deal? Azerbaijan's Ministry of Economy and the University of Artificial Intelligence have signed a framework agreement to establish the "AI Azerbaijan Observatory," a body focused on competitiveness and economic transformation. Deputy minister of economy Samad Bashirli announced the move on October 27 at the opening of the IE Center for Leadership and Innovation in Baku. The observatory falls under the country's AI Hub initiative.

What's the endgame? The observatory aims to diversify the economy, raise productivity, and strengthen Azerbaijan's global competitiveness. Its work will span economic diversification, productivity, competitiveness, and comparative analysis of international experience, with plans to turn research into practical policy recommendations.

Why now? Bashirli said evidence-based research and international expert assessments are "crucial for formulating sound economic policy." The observatory will bring together academia, government agencies, and the business sector to widen the exchange of knowledge on economic development.

The ecosystem angle: The observatory sits within a broader institutional build-out, including Azerbaijan's 2025–28 AI Strategy and a planned 2026–28 digital action plan covering AI, infrastructure, innovation, and cybersecurity. Separately, Bashirli noted startups, investors, and technology-park residents can access tax incentives for up to 20 years, plus support for research and development and recruiting international specialists.

In a letter, economy minister Mikayil Jabbarov said the main goal is "to link international knowledge and expertise with Azerbaijan's economic priorities and to translate investments in human capital into increased productivity and tangible economic results."

The signal: Azerbaijan is shifting from broad AI ambitions toward implementation, and the observatory reflects that institutional push. But a framework agreement is not yet funded research or policy impact; its significance will hinge on whether it produces usable analysis that shapes decisions beyond the country's oil-dependent economy.
