Freedom Holding builds $2B sovereign AI hub in Kazakhstan, eyes 2027 GPU cloud

What's the deal? Freedom Holding Corp. (Nasdaq: FRHC) is developing a $2 billion Sovereign AI Hub in Kazakhstan, with its first public GPU cloud due in 2027. The site is planned with 100MW of power, with Freedom as principal financing and operating partner.

Why now? The project stems from a November 2025 agreement with Kazakhstan's Ministry of Artificial Intelligence and Digital Development. Freedom says demand already stands at twice the planned capacity of the hub's first stage, with major prospective clients willing to lease future capacity for five years.

What's the endgame? The hub will support AI model training, large-scale data processing, and AI services for business and government. Freedom plans to open its first GPU cluster as a public cloud in 2027, alongside a separate Freedom AI Super Cluster starting in the first quarter of 2027.

The product: A new Freedom Cloud data centre is under construction near Almaty. Freedom Cloud already serves more than 3,400 business and public-sector clients, and the wider group spans banking, brokerage, insurance, telecoms, and lifestyle services from ticketing to food delivery.

What could go wrong? The release does not establish that the full project is financed or operational, and claims of demand exceeding capacity are company-reported. The statement does not name a chip supplier, though chief executive Timur Turlov met NVIDIA founder Jensen Huang in Astana on October 23 to discuss AI infrastructure plans.

The signal: Freedom's hub is one of several large compute bets in Kazakhstan, which aims to become a regional AI hub. Separate projects — including a Data Center Valley initiative tied to NVIDIA and plans for up to 200MW from Singapore-based GK Hyperscale — point to intensifying competition to lock up power, capital, hardware, and customers. Turlov argues Kazakhstan's engineering talent in e-commerce and finance, paired with domestic infrastructure, is "one of the country's main advantages."
