Try Dealroom → Baltic. The buyer already held 27.3% of Biuro Baltic, making this a move to control an existing investment. Terms were not disclosed.
What does Biuro Baltic do? The group runs 11 recruitment and temporary-staffing businesses across Lithuania, Latvia and Estonia. It provides temporary employment agency services in the Baltics, recruitment for clients in Israel, and operates the WorkisDealroom has a profile for this one. Try Dealroom → online job platform.
What's included? The deal covers 100% of Lithuanian firms Biuro, Darbius, Workis, Biuro MSP, Biuro go, Skilera and Talena; Latvia-based Biuro and Biuro Latvia; and Estonian firms Biuro and Workis.
Why now? The Competition Council received the merger notification on September 25, 2026, and concluded the deal would not create or strengthen a dominant position or significantly restrict competition. Blue Flight Workforce, which has operated in Vilnius for 20 years, also holds interests in education and real estate.
The signal: The cross-border scope stands out in a sector facing tighter labor supply. But with the buyer consolidating a stake it already partly owned, the approval matters mainly as a step toward bringing Biuro's staffing, recruitment and platform operations under one owner — not as a sign of a broader shift in the region's competitive landscape.
