Celesc lands $243M IDB loan for Santa Catarina grid upgrade

What's the deal? Brazilian utility CelescDealroom has a profile for this one. Try Dealroom → has secured a $243 million post-IPO debt loan from the Inter-American Development Bank (IDBDealroom has a profile for this one. Try Dealroom →), approved on October 1, 2026, to fund grid upgrades through its distribution subsidiary. Celesc is adding $62.6 million of its own money, bringing the total program to $305.6 million.

Why now? The financing follows board approval of the program on May 14, 2026, which was reaffirmed on September 24. The IDB announcement is a milestone, but Celesc still expects to sign the contract in the coming months, subject to legal and institutional formalities.

What's the endgame? The money targets improvements to Santa Catarina's electricity system — including substations, lines, storage, and smart meters — to support the state's economic growth. The loan carries a 72-month grace period and amortisation over 24 years and six months, with semiannual payments.

By the numbers: Celesc reported revenue of US$3.2B and net income of US$223.9M for the 12 months ended June 30, 2026. Its preferred shares (CLSC4) traded at US$48.3 on October 19, well above the 52-week low of US$26.1, giving a market capitalisation of US$1.77B.

What could go wrong? Approval is not disbursement: the contract has yet to be signed. The interest rate is tied to SOFR plus variable margins, with a commitment fee of up to 0.75% a year, leaving Celesc exposed to rate movements and its own $62.6 million contribution.

The signal: The round sits in the 22nd percentile by size, modest for the sector but part of a wider push by multilateral lenders into Brazilian grid upgrades. Development bank CAF has approved up to $500 million for grid investments in Minas Gerais, underlining growing appetite to fund the country's distribution networks.
