What's the endgame? PACIN says it turns mobile-money and other financial activity — savings, repayment history, and transaction consistency — into explainable credit scores for lenders. Its API is open in beta. The company said the AIVA money would support development and testing.

Why now? Rwanda's 2024 FinScope survey found 96% of adults financially included and about 86% using mobile money, but formal-credit uptake sat at just 24%. That gap between owning a wallet and accessing a formal loan is the thin-file problem PACIN aims to address.

What's the product? PACIN's public website shows an example scorecard for Amina Wholesale Ltd, naming data rails such as MTN MoMoDealroom has a profile for this one. Its beta is open to banks, microfinance institutions, SACCOs, fintechs, digital lenders, and insurers. "PACIN is live, and we're open to partnerships across Rwanda," the company said.

What could go wrong? The beta predates the AIVA Demo Day, and public accounts identify no lender integration, paid customer, or borrower outcome. A September New Times report said PACIN was still pursuing mobile-money, bank, and microfinance partners for data access and validation.

The signal: Rwanda's data market is already moving — the National Bank of Rwanda reported 35 providers automating credit reporting by June 2025, with credit-bureau coverage reaching 44% of adults. PACIN's grant buys visibility, but it will need to show what it adds, what data it uses, and how lenders act on its signals before the beta becomes a business.
