South Korea sets $3.5B plan to build frontier AI model

What's the deal? South Korea will launch a US$3.94B programme to develop a frontier artificial intelligence model from March 2027, the Ministry of Science and ICTDealroom has a profile for this one. Try Dealroom → said. The aim is a model with leading performance, as Seoul seeks to compete in the global race to build cutting-edge AI.

Why now? The ministry plans to select a lead developer through a competitive tender after parliament approves the 2027 budget in December. The winner could be chosen as early as February.

What's the endgame? The government will combine state equity investment with private funding and concentrate computing chips, data, and talent on the project. Participation is open to single companies, consortiums, or special-purpose vehicles, with startups, firms, and universities all able to take part.

What's the catch? The programme is separate from the ministry's home-grown foundation model effort, which continues on its own track. That initiative will select two final teams in a third-stage review in February 2027.

The signal: By pooling state capital, chips, and talent behind a single national champion, South Korea is betting that concentrated public-private resources can keep it in a race otherwise dominated by well-funded US and Chinese labs.
