KPTL lands first international backer for $30M GovTech fund

The fund is working towards a 150 million reais (about $30 million) target. The size of Potencia's commitment was not disclosed.

Why now? "At the start of the fund, we approached some foreign funds, but they preferred to wait for our thesis and portfolio to mature," said Adriano Pitoli, head of the GovTech fund at KPTL (translated from Portuguese). He added that Potencia's arrival is "the signal to resume the strategy with international investors." KPTL said in July it had raised more than two-thirds of the target, reaching 107 million reais, and expects international capital to make up 25% of the total.

What's the endgame? The fund invests 100% of its capital in govtech startups based in Brazil. It has made eight investments, selected from more than 1,400 companies mapped, and aims to reach 16. Pitoli plans to announce at least two more deals by year-end, both in due diligence and final term negotiations.

"It was the first time we invested in a fund that looks specifically at the public sector," said Itali Collini, who leads Potencia Ventures in Brazil (translated from Portuguese). She said many of Potencia's portfolio companies, focused on education and the future of work, need to serve public schools to reach the base of the pyramid.

The signal: Potencia's entry sharpens the fund's impact thesis and opens the door to further foreign capital, signalling growing international appetite for Brazilian govtech despite the sector's scalability challenges in the complex business-to-government market.
