What's the endgame? The fund will initially target three areas: clothing, textiles, footwear and leather; music and sound recording; and the content economy, covering film, television, immersive and digital media.

How it works: The fund takes an integrated approach, combining finance with technical assistance. That includes helping enterprises protect and monetise intellectual property, increase production capacity, meet compliance requirements, and reach new markets.

A key feature is collaboration between industry and financial intermediaries to address financing challenges unique to creative enterprises, which often lack tangible assets to borrow against.

Why Soweto? The department called the location strategic, citing its role as one of South Africa's most prominent cultural and creative centres and a home to musicians, performers, fashion entrepreneurs, and filmmakers.

The signal: Creative entrepreneurs make up 4% of South Africa's GDP yet contribute R271 billion. The department says creative talent does not automatically produce sustainable businesses, so it is shifting the focus from funding alone to long-term capacity building.
