EIB issues first DLT-native commercial paper on Clearstream's D7, worth €77.5M

What's the deal?

The European Investment Bank (EIB) has issued the first distributed ledger technology (DLT) native commercial paper on Clearstream's D7 platform.

The euro-denominated paper carried a principal value of €77.5 million ($88.2 million) and a 10-business-day duration.

Citi acted as sole dealer and issuing and paying agent. Primary investors included BIL, DekaBank, DZ Bank, Eurex Clearing, Union Investment, and Volksbank Mittlerer Schwarzwald.

DekaBank and Eurex Clearing later mobilised the instrument as European Central Bank (ECB) eligible collateral through Clearstream's triparty solution and the ECMS, financing with the Bundesbank.

Why now?

The issuance complies with the Central Securities Depositories Regulation (CSDR), proving tokenisation can work within a regulated framework.

It also supports the ECB's broader digital strategy, with the eligibility of tokenised securities as Eurosystem collateral marking a key milestone.

"The eligibility of tokenised securities is a very welcome addition to the digital financial market ecosystem and important for investors," said Cyril Rousseau, director general of finance at the EIB.

The signal:

As a mature post-trading infrastructure provider, Clearstream is positioning D7 as the bridge between traditional and tokenised markets, and the EIB — a frequent pioneer of digital financial instruments — gives the platform a credibility anchor. With heavyweight backers like DekaBank, DZ Bank, and Union Investment participating and the paper accepted as Eurosystem collateral, the deal signals that tokenised securities are moving from experiment to regulated market practice in Europe.
