The company was founded by former US Air Force Brigadier General Robert Spalding. The idea originated from his experience as a B-2 pilot during Hurricane Katrina in 2005, where he witnessed the societal dependence on cellular networks and the resulting chaos when they fail. This experience, combined with his later work at the White House National Security Council, inspired the formation of SEMPRE to create robust communication networks for both military and commercial use.

The firm targets sectors where uninterrupted communication is paramount, including the Department of Defense (DOD), public sector first responders, and commercial enterprises concerned with operational continuity during disasters. Its business model centers on providing its technology as-a-service and through various government contract vehicles, such as the Small Business Innovation Research (SBIR) Phase III program, which simplifies procurement for government agencies. SEMPRE has secured multiple contracts and partnerships with entities like the US Air Force Global Strike Command and Boeing to enhance communication capabilities in contested environments.

SEMPRE's core offering is a family of hardware products that combine a private 5G cellular network, on-site edge computing, a local cloud, and a satellite gateway into a single, transportable unit. These devices are engineered to be exceptionally durable, housed in tamper-resistant, EMP-hardened enclosures to withstand physical attacks, electromagnetic pulses, and natural disasters. A key feature is the ability to be deployed rapidly—in as little as 15 minutes—and operate independently of the grid, running on a small generator. The system bridges legacy communication networks with modern smart devices, ensuring interoperability for first responders and secure, on-base data processing for military operations. For commercial clients, it ensures the continuity of essential functions like financial transactions during infrastructure failures.
