SBI LY HOUR Bank Plc. is a commercial bank in Cambodia formed through the transformation of LY HOUR Microfinance Institution, which began operations in 2012. The transition to a commercial bank occurred after receiving a banking license from the National Bank of Cambodia on March 23, 2020. This was a joint venture between Neak Oknha Ly Hour, Chairman of the Ly Hour Group, and SBI Holdings Inc., a Japanese financial services group. In October 2025, the bank became a wholly-owned subsidiary of SBI Holdings.
The bank was co-founded by Neak Oknha Ly Hour and SBI Holdings Inc. Neak Oknha Ly Hour, born in 1954, founded the Ly Hour Group and built a business conglomerate starting with currency exchange and gold trading in the 1980s. The group now includes eight companies across various sectors, including finance and property development. The partnership with SBI Holdings, a global company specializing in financial services and fintech, was designed to leverage international expertise and technology to enhance Cambodia's banking sector.
