Rulemapping Solutions GmbH provides digital rule interpretation systems for the structured implementation of legal and regulatory frameworks. The company is a subsidiary of Rulemapping Group GmbH and continues the work of KnowledgeTools International GmbH, which was strategically realigned and transferred its business operations on November 1, 2024. This transition builds upon a methodology that has been refined for over two decades.

The company was founded by the creators of the Rulemapping method, Prof. Dr. Stephan Breidenbach and Dr. Tilo Wend, along with a team of entrepreneurs including Till Behnke, Ina Remmers, Matthes Scheinhardt, and Dr. Dirk Woywod. Dr. Wend, who was involved since his third semester of law school, and Dr. Woywod serve as the managing directors. The entrepreneurial team of Behnke, Remmers, and Scheinhardt previously co-founded platforms like betterplace.org and nebenan.de, bringing experience in building purpose-driven digital ventures. The Rulemapping Group, headquartered in Berlin, secured €12 million in a funding round in April 2025, with support from the German Federal Agency for Disruptive Innovation (SPRIND) and Hidden Peak Capital, to expand its AI development and business teams.

Rulemapping's core business involves turning complex legal and regulatory texts into machine-readable and executable formats. Its platform utilizes a visual, no-code modeling approach to create "Rulemaps," which are digital decision trees that are logically comprehensible and auditable. This technology is aimed at businesses and public administrations, helping them to automate decision-making processes, operationalize compliance, and reduce manual interpretation efforts in complex regulatory environments. The system is designed to handle extensive rule sets efficiently, which traditional methods often struggle with. A key feature is the integration of Rule-Based AI, which combines deterministic rules with Large Language Models (LLMs) to process unstructured data, while a "Human-in-the-Loop" process ensures validation and transparency.

The platform, formerly the Logos Software Suite and set to become the Rulemapping Automation Platform, allows for the full automation of workflows that can be integrated into existing client systems. It is particularly suited for managing legal norms and is already applied in digital legislation. One notable application is Europe's first certified dispute resolution body under the Digital Services Act (DSA), which uses the technology to process social media complaints. The company’s long-term vision includes establishing an open-source Rulemapping standard to improve public administration across Europe.
