About Quantum Loophole

Quantum Loophole, Inc. operates as a developer of gigawatt-scale, master-planned data center communities, tackling the scalability, connectivity, and cost-efficiency hurdles of large-scale deployments. Founded in 2019 by data center industry veteran Josh Snowhorn, the Austin, Texas-based company re-imagines the site selection process by providing hyperscalers, enterprises, and colocation providers with a roadmap that includes land, power, water, and network infrastructure.

The company's business model centers on its "Ecoscale" approach, acquiring and developing large tracts of land to create data center campuses. Instead of operating the data centers itself, Quantum Loophole provides the crucial building blocks—land, fiber, water, and power—to data center operators, who then build and run their own facilities. This strategy aims to shave years off the typical planning and deployment process. The company generates revenue through the sale of prepared land parcels to these large-scale operators. Its target clients are hyperscale cloud companies, telecommunications firms, and enterprise data center users.

Josh Snowhorn, the founder and CEO, has a career spanning over two decades in the data center and interconnection industry, where he has held key executive roles at companies like Terremark, CyrusOne, Verizon, and Cincinnati Bell. His experience includes building significant value and founding the Global Peering Forum, an annual meeting for the internet interconnection community. The idea for Quantum Loophole was sparked during a tour of power plants in Europe, where Snowhorn realized the potential of building data centers adjacent to power generation sources, which formed the basis of the company's business plan.

The company's flagship project is a 2,100-plus-acre campus in Frederick County, Maryland, on the site of a former aluminum smelting plant. This development is designed to support gigawatts of power capacity. A key feature is the QLoop, a proprietary 40-mile hyperscale fiber ring designed to connect the Frederick campus with the major connectivity hub in Ashburn, Virginia, with under a millisecond of round-trip latency. This network, built with a "dig-once" approach, features over 30 conduits capable of holding more than 235,000 strands of fiber, providing massive connectivity capacity. The campus also emphasizes sustainability by using recycled wastewater for cooling and dedicating 600 acres to a nature reserve intended to become a carbon sink.
