The company was established in San Diego, California, by a team that included Dr. James C. Brailean, Cheuk Chan, Osama Al-shaykh, Gene Wen, and Mark R Banham. Dr. Brailean, who served as CEO, leveraged his background in electrical engineering and his patented inventions related to video compression and transmission over cellular networks to drive the company's core technology. This foundational work helped create the market for mobile multimedia communications.

PacketVideo's business model centered on developing and licensing its software to major players in the telecommunications and consumer electronics industries. Its client roster included prominent mobile operators like Verizon Wireless and NTT DoCoMo, as well as handset manufacturers and electronics companies. The company's revenue was generated by embedding its technology into devices, which ultimately numbered over 249 million products worldwide. The firm's product suite was built around an end-to-end, MPEG-4 compliant platform for encoding, distributing, and decoding multimedia content over wireless networks. Key offerings included the CORE framework for mobile multimedia applications, the MediaFusion white-label client-server application, and the TwonkyMedia suite for connecting home entertainment devices.

The company's history is marked by a series of strategic funding rounds, partnerships, and acquisitions. After an initial public offering was cancelled during the tech downturn of the early 2000s, PacketVideo secured significant private funding from industry giants like Intel Capital, Qualcomm Ventures, Motorola, and Texas Instruments. A key strategic move was the 2003 sale of its infrastructure division, which made video server technology, to Alcatel. In 2005, NextWave Wireless acquired the company. A significant partnership with NTT DoCoMo, which had been in place since 1998, deepened in 2009 when the Japanese operator acquired a 35% stake for $45.5 million. By August 2010, NTT DoCoMo purchased the remaining interest for $111.6 million, making PacketVideo a wholly-owned subsidiary. The final chapter of its independent operations saw the company's North American and European connected home business, including the Twonky brand, sold to Lynx Technology in 2015, a company led by PacketVideo's former COO. The remaining Japanese operations were sold to Lynx Technology a year later.
