Outside.in operated as a hyperlocal content and advertising platform, founded on an idea by author Steven Johnson in early 2006. Johnson, along with early collaborators John Geraci and Cory Forsyth, developed the initial prototype, leading to a public beta launch in October 2006. Johnson served as the company's CEO for its first year and a half, securing investments from notable venture capital firms including Union Square Ventures, Milestone Venture Partners, Betaworks, and Village Ventures, as well as corporate backing from CNN.

The core of Outside.in's service was an automated platform that aggregated and mapped online content, such as news articles and blog posts, to over 50,000 specific neighborhoods across the United States. This enabled consumers to discover localized information through the main website. For media entities, the company offered "Outside.in for Publishers," a tool that allowed newspapers and other media companies to create customized hyperlocal news sections for their own online properties. A significant milestone for the startup was powering the local news section on CNN.com. The business model was predicated on providing this hyperlocal content and offering a targeted advertising platform.

While the platform succeeded in automatically organizing vast amounts of local content, the founders eventually recognized that a purely algorithmic approach had its limitations. This realization led to the conclusion that a hybrid model, combining automated aggregation with original human-led reporting, was the optimal path forward for hyperlocal news. This strategic view culminated in the acquisition of Outside.in by AOL in March 2011, where it was integrated with AOL's own hyperlocal network, Patch, which had a focus on neighborhood-level journalists.
