In 1990, Scott A. Jackson founded MVTRAC, laying the groundwork for a company that would operate at the intersection of data and asset recovery. The business was built around providing license plate recognition (LPR) software and data to auto financing companies and recovery agencies. The core idea was to create a network that helps lenders find and recover vehicles more efficiently, leveraging technology to improve what was once a manual-heavy process. The company’s platform connects a national network of agents with lenders, using LPR data to locate vehicles for repossession. This approach aimed to increase recovery rates, reduce the time it takes to secure an asset, and improve compliance for everyone involved. Over time, MVTRAC established a significant database, processing hundreds of millions of data points monthly to assist in vehicle recovery. A pivotal moment came in July 2017 when MVTRAC announced a growth recapitalization with Bison Capital Asset Management. This investment was aimed at accelerating growth, expanding the company's technology suite, and pursuing potential acquisitions. Following the deal, founder Scott A. Jackson remained as Chairman, with Luke Smith stepping into the senior executive officer role to lead the company forward. The company's journey took another significant turn in January 2019 when its parent company, VaaS International Holdings, was acquired by Motorola Solutions for $445 million. This acquisition integrated MVTRAC and its sister company, Digital Recognition Network (DRN), into Motorola's command center software portfolio, expanding its reach in public safety and commercial vehicle location services.
