The firm was established to bridge the gap between Chinese demand for high-quality fertility services and the advanced medical capabilities available in the United States. Mengmei Life was founded by Deng Xuyang, who also serves as the CEO of Jinxin International. He is considered a key figure in introducing American IVF technology to the Chinese market. The impetus for the company's creation came in 2011, after Mr. Deng and his partners recognized a significant disparity in IVF technology and medical standards between the two countries. This led to the establishment of Mengmei's first official consulting office in Beijing in 2013, created in partnership with six shareholders from the US-based HRC Fertility. The founding mission was to provide a direct and transparent service channel, helping clients avoid unreliable intermediaries.

The company's business model is built on providing comprehensive, end-to-end service packages. This includes initial medical consultations, visa application guidance, and coordination of all travel and logistical needs for clients journeying to the U.S. for treatment. Its core partnership is with HRC Fertility, a prominent chain of fertility clinics in Southern California founded in 1988, to which Mengmei refers its clients. Revenue is generated by charging for these extensive, all-inclusive service packages that facilitate the entire cross-border medical journey.

In 2020, Jinxin Fertility Group, a major player in the Chinese ARS market, entered into a joint venture with the founding shareholders of Mengmei Life, identified as Deng Xuyang, Wang Li, and Huang Zhe (Jacky). This strategic partnership aimed to consolidate agency channels and create an integrated international IVF medical service platform, with Jinxin Fertility acquiring a 49% stake in the joint venture. This has expanded Mengmei's operational scope, now referring patients to a network of facilities including HRC Fertility in the U.S. and clinics in Southeast Asia.
